Summary The Material Handler working leader serves as the key focal point for the coordination of receiving and fulfilling requests for the furniture and equipment to various patient care areas throughout the system and service area, including outpatient clinics throughout the state New Hampshire and VISN1. Responsibilities Leads crew of Materials Handlers as a regular and recurring part of the job in order to accomplish assigned projects and daily operational functions. Assures all safety and housekeeping procedures are followed. Ensures workers are aware of trade techniques and practices, and explains safety precautions to be followed while setting up machinery and equipment and operating related vehicles. Ensures the warehouse has the needed supplies, equipment, and tools to operate on a daily basis. Reports to supervisor on status and progress of work, and causes of work delays. Answers questions of supervisors on overall work operations and problems. Ensures workers are briefed on instructions received from supervisors, and gets work started by assigning the immediate tasks to be performed by individual members of the crew. Works along with other workers and sets the pace. Obtains needed information or decisions from supervisors on problems that come up during the work. Acts as a communications conduit between higher level supervisors to pass along priorities and resolves conflicting priorities among the warehouse's major segmented areas including but not limited to: Equipment Receiving and Shipping; Office and Printing Supplies; Logistics Medical Supplies; Internet Technology and High Value Items; Cleaning Supplies and Hazardous Materials; Pandemic and Emergency Contingency Supplies; and Mail Room Operations. Work Schedule: 7:00am to 33:30pm, Weekends as necessary. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2022. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Physical Requirements: The Material Handler Work Leader is required to drive a truck for several hours to reach remote location of service. Incumbent is required to stand on hard surfaces for extended periods of time, and to bend, climb and stoop, and work in tiring and sometimes uncomfortable positions. They may lift and carry items weighing up to 50 pounds, with heavier items being moved with handling equipment or the assistance of other workers. Moves supplies and materials with pallet jacks, forklifts and through physical labor. During travel, considerable physical effort may be required to change tires and make limited emergency repairs. The duties require considerable dexterity, hand, foot and eye coordination and concentration. Working Conditions: Material Handler Work Leader of this position will operate motor vehicles in all types of traffic and weather conditions on public roads and are exposed to the danger of serious accidents. Incumbent works both outdoors and indoors, including areas that may be hot, damp, cold, drafty, and/or poorly lighted. Materials Handler Work Leader is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized work areas. Appropriate protective gear (e.g., gloves, support belt, steel toe shoes) will be supplied an shall always be utilized by the material handler to minimize such risks. Must be able to sit for long periods of time while driving and is exposed to road hazard conditions daily. The incumbent will apply all established safety practices, will report unsafe conditions and unsafe practices to the supervisor and will report any occupational injury or illness in a prompt practical manor. Has regular access to printed and electronic files containing sensitive data, which must be protected under the provisions of the Privacy Act of 1974 and other applicable federal regulations, VA statutes and policies, and VHS policy. The incumbent is responsible for (1) protecting that data from unauthorized release or from loss, altercation, or unauthorized deletion and (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in an employee signed computer access agreement. Education There is no educational substitute for this position. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
